Note:  The full performance level of this vacancy is GS-9  The actual grade at which an applicant will be selected for this vacancy is GS-7.  The Professional Standards Board (a peer-review group) will review the selected candidate’s education and experience and recommend the grade and step at which the candidate will be placed.  The salary is based on the grade and step approved for the selected candidate.

This position is being filled under the Technical Career Field (TCF) Recent Graduates Program. TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field.

 Individuals selected for these positions are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level

The Prosthetic Representative (TCF):

  • Administers and performs work concerned with rendering prosthetic and sensory aids services to disabled patients. 
  • Duties include such work as planning, developing, and directing a Prosthetic and Sensory Aids Program at the national, VISN or local level. 
  • The incumbent serves as an advisor to clinicians with regard to selection, prescription, and acquisition of developments in the field of prosthetics and sources of supply for such devices. 
  • Interprets prescriptions of clinicians in order to make certain that proper prosthetic devices are selected for, or by, the patients.  The Prosthetic Representative authorizes the purchase, fabrication or repair of prosthetic devices. 
  • The incumbent participates in investigative/research project studies. 
  • The incumbent provides technical and administrative advice and assistance on prosthetic problems to other facilities.

BASIC REQUIREMENTS:   

  • U.S. citizenship.  Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience:  Three years of experience that demonstrates: knowledge of accounting methods; ability to analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; ability to compile, research, analyze, comprehend, and apply information or data; and ability to work as a team member in a group setting.  OR
  • Education:  Education equivalent to a bachelor’s degree from an accredited university or college.  OR
  • Experience/Education Combination:  Equivalent combinations of experience and education are qualifying.

 

In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Preferred Experience: Knowledge of Prosthetic and durable medical equipment.

GRADE DETERMINATIONS:
GS-7: One year of experience equivalent to the next lower level. In addition, the candidate must demonstrate the following KSAs: 1) Ability to understand and apply procedures, regulations, and laws; 2) Knowledge of procurement practices; 3) Knowledge of appropriations and obligations relating to accounts; 4) Knowledge of general anatomy and medical terminology; 5) Knowledge of principles and practices of budget formulation and execution. OR an appropriate bachelor’s degree to include business; those in a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, orthotics, prosthetics, nursing, etc.,; public administration; health administration; or those in related courses of study. (Must submit a copy of transcripts)

This is an Excepted Appointment. Excepted service positions have been exempt from the requirements of the competitive service by law, Executive Order, or OPM Regulation (5 U.S.C. 2103 and 5 CFR part 213). Public Law No. 108-170 converts this occupational series from the competitive civil service to the Hybrid Title 38 employment system.

Physical Requirements: Position is in a climate controlled enviroment, may require lifting of items under 50 pounds. Some standing may be required for inventory purposes.
