SUPERVISORY CIVIL ENGINEER at Memphis

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

Incumbent is required to submit a Financial Disclosure Statement, OGE-450 (CFR Part 2634, Subpart 1 USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation dated 23 March 2006.

Serves as the Chief, Construction Branch, Engineering and Construction Division, and the district construction authority. The organization consists of three sections, including two Area Offices. Employees consist of professional engineers (mechanical and civil), technicians, construction representatives, and clerical. Establishes and implements District policy to assure appropriate uniformity and conformity with higher headquarters guidelines and regulations for construction and contract management functions. Supervises, assigns, and reviews and approves or rejects the work of 30 to 40 professional and technical employees including subordinate supervisors, engaged in various functions of the branch. Plans work and assignments, establishes deadlines, determines work priority, and provides guidance as required for work accomplishments. Identifies training needs, provides informal training and approves formal training where needed. Initiates requests for personnel actions, interviews candidates for vacancies and makes selection. Receives and resolves most disciplinary actions. Approves leave. As a supervisor of others, incumbent is responsible for (1) instructing and training those supervised in the safe and efficient performance of their duties; and (2) studying operations directed with a view to correcting, or reporting for correction, any unsafe condition or practice that may cause injury to employees, other persons, or property damage. Participates in conferences and/or negotiations with officials of other Federal agencies. Supervises preparations of findings of fact for modifications for the Contracting Officer -which exceed or are outside the authority of a Administrative Contracting Officer, e.g., generally those that exceed $500,000 and/or covered in contract clause other than Changes clause. Implements, maintains, and monitors compliance with operational internal controls.

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: knowledge of the fundamental theories, principles, concepts and methodologies of engineering, including performing civil works projects, construction engineering, and construction contract administration. Such experience must have included the application of engineering, project management, construction management, and procurement methods and techniques; inspection of construction of civil works projects; and experience in interpreting engineering plans and specifications.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Contracting Administration
  • Interpersonal Skills

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (GS-13 or equivalent).
