Contract Specialist at Nashville

JOB SUMMARY:

Type of Appointment: This is a Career/Career-Conditional Appointment [This is a full-time, non-dual status (competitive) permanent position and does not require National Guard Membership].

This position is located in the United States Property and Fiscal Office (USPFO), Contracting Division of the  Army National Guard (ARNG), Nashville, Tennessee.

  • Perform the full range of contracting functions including pre-award and post-award and contract close out functions for a wide range of construction projects, architect-engineering services as well as supply, automated data processing equipment, and other services;
  • Plan, advertise, negotiate, award, and administer contracts using well-established procurement methods;
  • Identify potential contractors and evaluate bid responsiveness, contractor responsibility, and probable performance efficiency;
  • Monitor federally funded contracts awarded through state contracting procedures to determine compliance with Davis-Bacon Act;
  • Evaluate bids or offers to ensure that contracts are within acceptable funding limits and prices are fair and reasonable;
  • Maintain contract files.

In order to qualify for a Contract Specialist, GS-1102-9/11, you must meet one of the following:

BASIC QUALIFICATION REQUIREMENTS:

A. Have a bachelors degree from an accredited educational institution authorized to grant baccalaureate degrees which included or was supplemented by 24 semester hours in accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR

B. Have occupied a Department of Defense (DOD), GS-1102 position, on or before September 30, 2000.

ADDITIONAL QUALIFICATION REQUIREMENTS: 

In addition to meeting the Basic Qualification Requirements described above, you  must meet one of the following ADDITIONAL QUALIFICATION REQUIREMENTS:

GS-09

A. Have one year of specialized experience equivalent to the GS-07 level in Federal service, assisting in procuring a variety of supplies, services and construction projects to include facility modification, rehabilitation, maintenance or new construction; assisting in pre-award, post-award and contracting close-out functions; preparing Invitations to Bid and Requests for Proposal for procurements; maintaining contract files; etc. OR

B. Have two full academic years of progressively higher level education or masters or equivalent graduate degree or LL.B. or J.D. in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. If the information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying one year of full-time study requirement; at this level two full years as described is needed; OR

C. Have less than the full amount of graduate education described in "B" and less than the amount of experience described in "A," but have a combination of the type of graduate experience described in "B" and the type of experience described in "A". To combine education and experience, the applicants total qualifying experience and total qualifying education will be determined as percentages. The two percentages will be added together and must equal at least 100 percent to qualify.

GS-11

A. Have one year of specialized experience equivalent to the GS-09 level in Federal service, using a wide range of contracting procedures, types and methods for the pre-award and post-award phases of contracting; procuring a variety of supplies, services, equipment, construction, architect and engineering and automated data processing; preparing solicitation documents; developing or obtaining pricing and technical evaluation criteria; analyzing contract requirements and proposals; ensuring compliance with contracting laws and procedures; monitoring contractor performance to include termination; providing technical assistance to staff and management, etc; OR

B. Have at least three full academic years of progressively higher level graduate education or PH.D. or equivalent doctoral degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. If the information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying one year of full-time study requirement; at this level two full years as described is needed; OR

C. Have less than the full amount of graduate education described in "B" and less than the amount of experience described in "A," but have a combination of the type of graduate experience described in "B" and the type of experience described in "A". Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. CONDITION(S) OF EMPLOYMENT:

1.  Permanent Change of Station (PCS) expenses are not authorized.
2.  Work schedule Monday-Friday from 7:00AM to 3:30PM.
3.  Some travel required
4.  Compensatory time off will be utilized in lieu of over time being used.
