Statement of Work
The Data Architect will plan database layouts and design distribution of Electronic Health Record (EHR)/Electronic Medical Record (EMR) database instances across the public health enterprise. The Data Architect will design database routines for data storage optimization, deletion of empty and disconnected data nodes, data integrity checking, and data extractions. The EHR will interoperate with systems currently used in the Department such as the Patient Tracking Billing Management Information System (PTBMIS) and the disease surveillance systems. This will also provide access for public health clinics Statewide. Some of the tasks will be:
- Develop data architecture and strategies for the Central Office Database (CODB) and for extracting information from Regional EHR/EMR instances to load into the CODB
- Define data requirements for EHR
- Work with the EDI and the HL7 Programmers to ensure that data is exchanged with trading partners as specified in requirements, standards, Interface Control Documents (ICD), and trading partner agreements
- Ensure that referential integrity and data constraints are properly deployed and functional.
Competencies:
Database design/review
Write design specifications
Monitoring system performance
Oracle RAC DBA
Other Skills:
- MUMPS programming is required
- Must have experience working with interface engines used to exchange HL7 messages
