Job Description
The CEO is an employee of MV, the contracting company, but he / she reports to and is directly responsible to the GRTC Board of Directors.
This position directs all administrative and operational functions, ensuring the highest standards of safety and service quality. The CEO plays a strategic role in positioning the system within the region as a world class regional transportation system.
The CEO performs a very important role for GRTC in developing relationships with the GRTC Board of Directors and City and County administrators and politicians in order to secure funding, set policy and move GRTC forward in order to accomplish company goals and priorities. The CEO works with staff to ensure that GRTC is a well-managed system that operates with prudent fiscal responsibility. The CEO is responsible for managing a Collective Bargaining Agreement and building positive working relationships with Union leadership in order to work toward common goals.
ESSENTIAL DUITES AND RESPONSIBILITIES
The scope of responsibility includes the directing, managing, supervising, coordinating and strategic leadership in all facets of fiscal management, long-range planning, system growth, regional cooperation and partnership building with political subdivisions.
Key Responsibilities:
- Meets monthly with the City of Richmond, Chief of Staff, to discuss budgetary and funding matters, service delivery and key city transportation projects.
- Responsible for the oversight of the City Surface Transfer Station in preparation of 2015.
- Oversees the management of all transportation matters related to 2015.
- Interacts with the Board of Directors to provide them with updates and progress of key GRTC initiatives. Conducts the monthly Board of Directors meetings.
- Resolves operational issues with the Board of Directors, staff, elected officials, the public, etc, as needed.
- Meets periodically with County administration and staff to form positive working relationships and opportunities to promote route expansion and to enhance funding for transportation services.
- Oversees the BRT study and provides periodic updates to the Board of Directors and City officials as needed.
- Represents the company at Boards, commissions, city council meetings, and other outside meetings involving the public.
- Responds as needed to media inquiries.
- Serves as a project champion, as needed, on projects in support of organizational strategic goals.
- Meets with Executive Staff monthly to stay apprised of Departmental projects and key project benchmarks.
- Keeps MV staff apprised of key matters, especially those relating to the Board of Directors.
- Responsible for approving all contracts and bills up to $50,000 and to ensure that spending is prudent and within purchasing and procurement policy.
- Ensures that all financial metrics are managed continuously, exceptions are reported and action plans are developed to ensure the location meets it financial, safety and operational expectations.
- Implements, promotes and adheres to company policies and procedures.
- Responsible for working with staff in developing triennial labor contract strategies and successfully negotiating a labor contract that can be passed by the union and is advantageous to the company.
- Provides guidance and manages an Executive Team of eleven staff.
- Manages and provides oversight of the Para-transit management contract to ensure quality service delivery that is meeting or under expected budget.

QUALIFICATIONS
Knowledge
- City and County Government and intergovernmental relationships.
- Public Administration, Transportation Planning, and Governmental institutional framework.
- Principles of report writing and presentation.
- Principles of transit scheduling and planning.
- Funding, grants, operational budgeting and federal financing regulations.
- Current best practices of leadership and management.
- Federal, state and local regulations regarding the provision of public transportation and accessible Para-transit service.
- Collective bargaining agreements, NLRA and labor negotiating practices.
- Policies, regulations and guidelines governing public agency procurement.
Ability
- To decipher and present complex information to high level audiences such as Boards, City Administration, Political Entities, etc.
- Draw responsible conclusions and make sound decisions.
- Evaluate various alternatives and recommend the one that best meets the business needs of the company without regard to personal biases.
- Direct and evaluate policy and program efforts to achieve the goals and objectives of the Board and MV.
- To be proactive to avoid problems before they become an issue.
- To effectively manage an Executive team.
- To effectively manage and sensitively communicate to diverse groups with competing interests in order to build consensus and solve problems.
Education and/or Experience
- Bachelor’s Degree in Public Administration, Transportation, Planning or related degree is required. A Master’s Degree is preferred.
- Labor relations experience is required, preferably with a transit related union.
- Minimally 10 years of transit experience required.
- Experience managing an executive staff is preferred; management experience is required.
- History of progressively responsible leadership with demonstrated leadership skills.
- Must exhibit capacity to quickly assimilate information and analyze data.
- Strong written and verbal communication skills and high degree of executive level project management experience.
