About the Position:
You will work under general supervision of Master, who issues oral instructions pertaining to sailing orders, making up tows, and regarding specific or unusual assignments. Exercises own initiative and judgment in accomplishing regularly assigned duties, complying with established Marine laws and regulations, and devising methods and procedures for new assignments. Activities are subject to review by personal observation and discussions for propriety of fastenings, quality and quantity of repairs and miscellaneous duties performed, and for compliance with established practices.

In this position, you supervise work of approximately 15 deckhands assigned to three shift making up of tows and changing barges. Incumbent is required to be familiar with strength of rigging and lines for various types of tows. Makes rigging, splices lines and wires and reeves block and tackle. Responsible for proper operation of navigation lights on boat and for placing lights on tows and barges tied up to bank, in accordance with Marine regulations prescribed by U. S. Coast Guard. Assists pilot in landing tows, when position of pilot is such that he cannot accurately determine distance from bank, by giving hand signals, using "walkie-talkie," or use of public address system. Responsible for placing gangplank at landings. Directs deckhands in vessel and equipment maintenance, including but not limited to: cleaning, chipping, scraping, and painting. Performs limited amount of carpentry work in making minor repairs to deck equipment and wooden structures. Makes repairs to the hull and superstructure of the vessel, barges, and equipment in case of emergency or as directed by the Master of the vessel. Keeps water pumped out of holds of vessel and barges in tow by use of gasoline and electrical siphoning equipment. Makes mechanical repairs to such equipment. Makes electrical repairs to electrical equipment, searchlights, and house wiring systems exclusive of engine room systems. Responsible for care and maintenance of firefighting, lifesaving, and emergency equipment. Makes canvas covers required for protection of equipment or to prevent water from entering damaged barges. Operates yawl and maintains proper operating condition of same. During lay-up or lay-by periods, the incumbent may be subject to assignment on other phases of productive work depending on (1) needs of the organization; (2) individual ability; (3) requirements for utilization of personnel to a desirable degree; and (4) the need for new and additional experience as required by operations. Is also subject to assignment where needed during high-water emergencies. Incumbent will pilot the vessel when necessary to facilitate the overall needs of the operation. The vessel is 6270 horsepower and pushes tows of 25 to 35 barges upon the Lower Mississippi River. As a supervisor, you are responsible for instructing and training those supervised in the safe and efficient performance of their duties; and studying operations directed with a view to correcting, or reporting for correction, any unsafe condition or practice that may cause injury to employees, other persons, or property damage.

SCREENOUT ELEMENT:
Ability to do supervise or lead the work of a Towboat First Mate engaged in towing barges and government plant and equipment on inland waters, with responsibility, for performance of all duties of sailor nature, maintenance of hull, cabins and superstructure, and operation of miscellaneous allied equipment pertinent to operation of the vessel without more than normal supervision.
