About the Position: Serves as a Civil Engineer Technician responsible for engineering/material acquisition phases of detailed planning of maintenance. Performs or leads maintenance and construction work of technical nature required at an operational Corps of Engineers lake facility, including drafting plans, material estimates and acquisition, coordinating deliveries, and inspecting work of both contractor and hired labor. Inspects and examines plumbing, electrical systems, heating and air conditioning systems, and structural components of facilities to diagnosis need for and extent of repairs needed. Coordinates and expedites the flow of materials, parts, and equipment between Government and Contractor. Maintain equipment and vehicle usage and maintenance, property inventories, utilization records, utility bill management, and key control. Perform contract administration duties to include receiving, writing monthly delivery orders, and perform other various contract processes.
Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

- KEY REQUIREMENTS
- This is a Career Program position (CP) # 18.
- Temporary Duty (TDY) requirement is 5 percent.
- Department of Defense National Relocation Program (DNRP) is not authorized.
- Incumbent will be required to wear the appropriate protective equipment.
Duties include but are not limited to the following:
Performs or leads maintenance and construction work of technical nature required at an operational Corps of Engineers lake facility, including drafting plans, material estimates and acquisition, coordinating deliveries, and inspecting work of both contractor and hired labor.
Investigates, analyzes, and recommends course and method of action complete with plans, specifications, materials acquisition, and cost estimates.
Prepares detailed work plans, including material specifications, recommended contractual support, materials acquisition, and cost estimates to accomplish various maintenance and construction tasks around a civil works operational project.
Utilizes office computer automated systems and related software to develop and administer critical path management of maintenance and construction program for project office.
Participates in solicitation of bids, materials acquisition, and specification changes in scope of work when changes of conditions arise, and then works with the higher grade Civil Engineer Technician to accomplish contract modifications.
Gathers information from files and prepares various reports relevant to maintenance, materials acquisition, equipment usage, property management, and construction activities for higher authority.
Performs routine inspection on structures to insure maintenance integrity and readiness for operation, maintenance, and construction performed under jurisdiction of the project office.
Conducts property inventories using computerized accounting procedures and maintains a computer database of accountable property.
Serves as a Credit Card Holder and follows established guidelines for making purchases and keeping records as required.
Serves as key/lock custodian and is responsible for the procurement, receipt, issuance and 100% accountability of all assigned keys, locks and locking devices.
Specialized experience: To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-05). Specialized experience is defined as experience with: 1) civil engineering practices, principles, and techniques, 2) preparing detailed work plans and specifications, 3) monitoring work for compliance with plans and specifications, 4) with the property inventory process, and/or 5) preparing reports and documents of payment or non-payment based on inspections.
Time in Grade Restriction: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have one year of time-in-grade at the GS-(05).

Educational options - One full year of graduate education meets the requirements for the GS-07.
